The adversary is an attacker who really wants to know everything about Alice and Bob, including who they are, where they are, what they are talking about, when they are talking and how frequent they are talking.[1]
The adversary tends to be stronger than expected. Sometimes it's large and powerful entities such as NATO and China.
The adversary may use [traffic analysis]] to learn information about Alice and Bob even if they are using a encrypted connection[2].
